Nationals of other Member States of the European Union living in Hungary may decide to exercise their right to vote in the election of Members of the European Parliament and participate in the election of Hungarian Members of the European Parliament.
An application must be submitted to be registered on the electoral roll.
The application may be submitted by electronic means or by post.

Please note: In the election of Members of the European Parliament, voters from the Member States of the European Union may only cast their votes in one country. When registering a national of another Member State of the European Union on the Hungarian electoral roll, the National Election Office is required to inform the Member State of nationality of the voter thereof, prompting the other Member State to remove the voter from the electoral roll.
Please note: Unless the voter requests his/her removal from the Hungarian electoral roll or cancels his/her residential address in Hungary or forfeit his/her right to vote in the meantime, based on his/her application, his/her data will remain as listed on the Hungarian electoral roll, and therefore will not be able to vote in the country of his/her nationality in the upcoming elections of Members of the European Parliament.
The application can be submitted to the local election office by electronic means (online): with electronic authentication (through client gateway) or without authentication (without client gateway, through the website of the National Election Office) as well as in person or by post.
Please note: The personal information provided in the application (name, name at birth, place of birth, personal identification number) must match the information indicated on the applicant’s residence card; furthermore, the applicant must have a valid residential address in Hungary, otherwise the application will be rejected by the local election office.
The applicant’s residential address is valid if it is not invalidated or registered as a fake residential address based on information from the register of personal information and residential addresses.
When submitting an application, it is possible to provide a notification address to which the local election office can send a notification about the approval of the application or a decision of its rejection.
An application can be submitted at any time, irrespective of elections; however, in order to be considered for the upcoming election, the following deadlines must be taken into account:
for applications to remove nationals of other Member States of the European Union from the electoral roll, by 4 p.m. on the 10th day preceding the voting date.
No other documents are required to be submitted in addition to the application.
No payment obligation arises from submitting an application.

Appeals against the local election office’s decisions on the application to register nationals of other Member States of the European Union on or removing them from the electoral roll may be submitted to the head of the local election office taking such decisions by no later than the fifteenth day of receiving the notification of such a decision or, in the case of notification by electronic means or facsimile, of the notification being sent.
The head of the local election office takes a decision on each appeal no later than on the day following the date of its receipt.
If the applicant’s appeal is allowed, the head of the local election office amends the electoral roll and registers the applicant on the Hungarian electoral roll in the election of Members of the European Parliament.
If the head of the local election office does not allow the applicant’s appeal, the appeal is referred to the regional court by no later than last day of the time limit applicable to the consideration of the appeal. The court will take a decision on the appeal within three days of the date of its receipt at the latest, but no later than the day preceding the voting date.
Representation by a lawyer in the court proceedings is optional.
If the court concludes that the appeal is well-founded, it orders the registration on the electoral roll; otherwise, it rejects the appeal.
Voting is subject to applicant:
Hungarian nationals living in Hungary are automatically registered on the electoral roll for the election to the European Parliament and therefore may not submit such an application.
